			<content:encoded><![CDATA[<p>Von unserer Landesgeschäftsstelle der NRW-Grünen erhielten wir folgende Information:<br />
<strong>Anti-Atom-Demo in Ahaus am 18. Dezember 2011<br />
(mit dem Bus von Aachen aus oder per Bahn oder PKW)</strong></p>
<p>Aus dem Forschungszentrum Jülich sollen bis Mitte 2013 insgesamt 152 Castorbehälter mit hochradioaktivem Atommüll ins Zwischenlager nach Ahaus verschoben werden. Wir meinen: Dies ist völlig unverantwortlich, überflüssig und gefährlich! Wir GRÜNEN wollen, dass der Atommüll bis zum Transport in ein Endlager in Jülich verbleibt und damit überflüssige Atommüllfahrten verhindert werden.</p>
<p>Am 18. Dezember werden wir in Ahaus am Atommüll-Zwischenlager mit Anti-Atom-Initiativen und vielen anderen Organisationen gegen die Castor-Transporte protestieren!</p>
<p>Wir NRW-GRÜNE werden zur Demo Busse anbieten &#8211; aus Aachen, Duisburg, Jülich, Münster (und eventuell Essen). Die Anreise an diese Orte dürfte vielen per Bahn gut möglich sein. Die Demo in Ahaus beginnt um 14 Uhr. Ob die Busse zustande kommen, ist von den Anmeldungen abhängig. Bitte meldet euch daher bis spätestens 12. Dezember an unter:<br />

			<content:encoded><![CDATA[<p>The arrival of the &#8220;Beaujolais Primeur&#8221; in November is a special day. Due to a shift in consciousness there is now an organic Beaujolais Primeur as well. For several years the local Greens in Ixelles and the Brussels-based members of the French and German Greens have been organising a special organic wine tasting. We are doing this to celebrate and to further strengthen our mutual relationships. This year we want to reach out especially to Greens from other countries who live in Brussels.</p>

			<content:encoded><![CDATA[<p>There is the wish to be special but only very few people achieve it: one of them is certainly John Fischer. Born in <strong>1930 in Antwerp</strong> he could immigrate in 1942 via Vichy, Casablanca and Cuba to New York, where he is nicknamed <strong>&#8220;The Renaissance Man&#8221;</strong>.</p>
<p>He is <strong>musician</strong> (pianist and composer), <strong>visual artist</strong> (painting, sculpture &#038; computer digital art) and <strong>writer</strong> (poems).</p>
<p>In the 60ies he gained notoriety with his <strong>bread sculptures</strong>. His work has been exhibited in museums around the world including MOMA and the Amsterdam Stedelijk Museum (this summer in the Chelsea Art Museum in New York).</p>
<p>In den 70ies he was as <strong>jazz pianist</strong> one of the key personalities of the New York &#8220;Loft Scene&#8221;. In 1975 he created together with his wife Frances Fischer-Waaskes and the sons of Dave Brubeck Environ which became with more than 1,000 concerts the main venue for <strong>avant-garde jazz</strong>. With the groups Interface and European Interface he became successful in Europe as well. In the moment he is editing a new solo piano album with ReEntry records.</p>
<p>In the 80ies he continued started moving between Geneva and Manhattan and became one of the pioneers of <strong>digital art</strong> where he explores as electronic painter the wide ranging universe of digital colours and a new <strong>visual vocabulary</strong>.</p>
<p>In the 90ies he continued with jazz and moving over the Atlantic and explored new horizons of digital arts.</p>
<p>This century he published two <strong>poetry</strong> books: &#8220;What’s Better?&#8221; (2005) and &#8220;Love Condition&#8221; (2010) and produced <strong>digital arts films</strong> &#8211; among them &#8220;Sabine and Arnold&#8221; which was first shown at the Beersheba Film Festival in Israel. He is finishing in the moment his <strong>autobiography</strong> which will be published in 2012.</p>
<p>As he has only been back in his home country for two short visits in 1976 and 1978 he accepted voluntarily our invitation to share with the indigenous as well with the new international Belgians his arts and his life:</p>

			<content:encoded><![CDATA[<p>Die inhaltliche Arbeit von Bündnis 90/Die Grünen wird auf Bundesebene neben Fraktion und Bundesvorstand auch durch die sogenannten Bundesarbeitsgemeinschaften (BAGs) bestimmt. Einige dieser BAGs tagten bereits gelegentlich in Brüssel: Ende September wird es jedoch zu einer Premiere kommen: zum ersten Mal werden zwei der einflussreichsten BAGs, BAG Frieden &#038; Internationales sowie die BAG Nord/Süd, gemeinsam in Brüssel tagen (The Hub, Rue du Prince Royal 37).</p>
<p>Auf der Tagesordnung stehen u.a. Afghanistan, EU-Erweiterung, Libyen, MENA, Palästina, Entwicklungszusammenarbeit europäisch oder national?, entwicklungspolitische Dimensionen europäischer Ararpolitik, Mulit-Annual Financial Framework 2014-2020, Straflosigkeit &#8211; Weiterentwicklung Völkerrecht, Rüstungsexporte, Climate Change, Frontex.</p>
<p>Für uns als EU-Brüsseler ist dies eine einmalige Gelegenheit, mit den führenden bundesdeutschen Grünen in den Bereichen Aussen- und Sicherheitspolitik sowie Entwicklungszusammenarbeit in direkten Kontakt zu treten. Darum möchten wir herzlich zu einem Networking Dinner in einem an dem Abend nur für uns reservierten vietnamesischen Restautant direkt an der Metrostation Trône einladen (Cocktail, reichhaltiges warmes Büffet, Wein, Wasser und Tee &#8211; alles &#8220;à volonté&#8221;):</p>

Um uns hier in Brüssel die Möglichkeit zu geben, am Wahlabend gemeinsam die ersten Vorhersagen und Ergebnisse zu erleben und über Politik in Deutschland zu diskutieren, haben wir für Sonntagabend das Horloge du Sud angemietet.</p>

Let&#8217;s discuss the political developments in the EU (Greek sovereign debt crisis and the Euro), in Germany (politics of the first green-led government of Baden-Württemberg) and across the rest of the world (Arab Spring and Summer, Japan and the future of nuclear energy) &#8230; or simply meet nice people. 			<content:encoded><![CDATA[<p>Nach den Wahlerfolgen in diesem Jahr steht ein weiteres historisches Ereignis an: nach den lezten Umfragen werden zum ersten Mal grüne Landtagsabgeordnete in den Landtag von Mecklenburg-Vorpommern einziehen: Während es 2006 nur zu 3,4% reichte (2002: 2,6%) stehen wir jetzt bei 8,0 &#8211; bei leichten Verlusten für CDU und SPD, leichten Gewinnen der Linken und Halbierung der Stimmenanteile von FDP und NPD.</p>
<p>Um uns hier in Brüssel die Möglichkeit zu geben, am Wahlabend gemeinsam die ersten Vorhersagen und Ergebnisse zu erleben und über Politik in Deutschland zu diskutieren, haben wir für Sonntagabend das Horloge du Sud angemietet.</p>
<p>Wir möchten darum herzlich zu einer Wahlparty einladen: ein Fass mit Bio-Bier, 12 Flaschen Bio-Wein und 10 Liter Mineralwasser warten:</p>

<p>With this first information letter the European Green Party and Ecologie Ecologie – Les Verts invite you to the fourth European Green Party Congress, at the Maison de la Mutualité from 11 – 13 November 2011 in Paris.</p>
<p>With many topics to be discussed, the new Statutes and Rule Book to be voted upon, new applicant parties to be welcomed, as well as preparations in the run-up to the COP17 in Durban (just one week after our Congress), we will use this meeting to spread a clear Green message in France and abroad!</p>
<p>THE FRENCH GREENS<br />
Strengthened after its excellent results in the European elections, Europe Écologie &#8211; Les Verts performed well once again in the 2010 regional elections in Île-de-France, achieving an outstanding 16.58%. The party is pleased to co-host the EGP Congress, and makes the most of this opportunity to build up political momentum as they prepare to go into Presidential and National elections in 2012 under the leadership of the Green presidential candidate, Eva Joly!</p>

<p>EUROPEAN GREENS MEET IN PARIS<br />
Almost two and a half years have flown by since our last Congress in Brussels and we have a lot to discuss, debate and decide upon together again. With France warming-up for next year&#8217;s Presidential and parliamentary elections, there’s no better place to go than Paris! Members of Europe Ecologie-Les Verts, the co-hosts of Congress, will be coming in big numbers, and we are expecting well over 1000 participants for our fourth European Green Party Congress.</p>
<p>This will be a great opportunity to meet fellow Greens from around Europe, and from further afield. Since our last Congress in 2009, the Green family has grown steadily, and we can’t wait to welcome the delegations from all our member and observer parties.</p>
<p>Our congress venue will be the famous Maison de la Mutualité in the very heart of Paris (5ème arrondissement). Over the past century, the building has traditionally been at the heart of the French Left. With a total refurbishment this year, our Congress will be one of the first events taking place there—a good start for a new tradition in the long history of the building!</p>

<p>OUTLINE PROGRAMME<br />
The programme is still in a preparatory phase, nevertheless the main topics and debates have been identified and we do not expect a complete overhaul of the draft programme outlined below. We promise you a fantastic French-European Green joint main plenary session on Saturday, focused on Green energy and the phasing out of nuclear energy. The session, will be followed by a party that fits all of you, accommodating those who like to dance, eat, or just have a quiet talk among friends.</p>
<p>Based on the feedback from the latest Council meetings, we decided to make room for more active participation, and we will organise fewer panel discussions. Furthermore, we will try to provide more networking opportunities since so many Greens from all over Europe will be present in Paris. It will provide the opportunity to meet with more delegates of member parties and widen the scope of our networks.</p>
<p>We are trying to offer you a very compact programme that starts at 12.00 (noon) on Friday the 11th and ends at 13.00 on Sunday the 13th November. This should allow many delegations to travel to Paris on the Friday morning and thus reduce costs.</p>
<p>Three PLENARY Sessions<br />
- The Plenary opening session of the Congress will start on Friday at 16.30. After the welcoming words, we will have the first plenary debate on Agriculture. Currently the working group on the Agricultural Dimension of the Green New Deal is commenting on a second draft of the policy paper.</p>
<p>- The main plenary debate is scheduled on Saturday as from 17.00, and will focus on a Green sustainable Energy Policy and the phasing out of nuclear energy. This key debate will have a high external and media profile.  Interpretation between English and French will be provided for this session. </p>
<p>- The Sunday is dedicated to a plenary session with three elements:<br />
- Debate and vote on the second part of the GND Social Policy Paper as a follow up of the Budapest Council.<br />
- Our plans for next year, the vote on the European Green Party budget and work plan 2012 and the report back/future plans of the working groups and networks.<br />
-  Debate and vote on the draft resolutions.</p>
<p>DELEGATION MEETINGS<br />
Directly after the Friday plenary sessions, we will provide a time-slot and meeting rooms for the party-delegations to meet amongst themselves. Since the delegations will be much larger than usual, and because for many delegates it will be the first time they experience a European Green Party Congress, we consider it essential to provide a 15 min. time slot in these delegation meetings, where we can explain what are the opportunities that the Congress offers and what we expect from the delegates.</p>
<p>Committee members will (partly) attend these delegation meetings to provide information, and of course we rely on the more experienced delegates/international secretaries to co-organise these meetings. We expect the delegates/international secretaries to discuss and divide the work on the draft policy papers and the resolutions, and to explain the (compromise) amendment procedure to the new delegates. Unfortunately we will not have enough rooms to accommodate all delegations; therefore we ask the smaller delegations to meet in the lobby.</p>
<p>For those attendees who are not delegates, we will provide an attractive side programme, with either topical workshops/a cultural programme/excursion in Paris!</p>
<p>COUNCIL &#8211; Statutes to be voted by the Council </p>
<p>On Saturday morning from 9 – 12.30 we will meet in Council.  </p>
<p>The Committee has decided to organise the voting session on the revision of the Statutes and Rule Book on Saturday morning. We will not meet in Congress, but in Council! The reason for this is twofold. In order to make changes to the EGP Statutes, our current Statutes, outline the following requirements:</p>
<p>‘’Votes are only valid if two thirds of the allocated votes are present at the Council meeting. A three quarters majority of Council delegates must be present to change the Statutes.’’</p>
<p>‘’And further the Council… changes the Statutes of the European Green Party. The Council retains this power at all times, even when it is meeting in Congress;’’</p>
<p>We consider we run too high a risk of a delay in the vote, especially in view of the first requirement. A second reason for us to meet in Council for the Statute revision only is that our Council delegates have been meeting during the last 1 ½ years regularly on the subject of our internal rules, and have addressed the issues that need changing. They are more or less familiar with the issue and the discussion. For 350 out of 450 delegates the subject is completely new, and we consider the Statute change as a second step in the process of modernizing our party. We do not want to burden 350 new delegates with this highly technical issue. Naturally we will explain what are the most interesting changes to the Congress on Sunday, when we report back, and show with what type of European Party we will enter the future.</p>
<p>For those Congress delegates who are not Council delegates we will organise an attractive side programme, with either topical workshops/cultural programme/excursion in Paris.</p>
<p>PARALLEL SESSIONS<br />
As from Friday onwards we will organise many parallel sessions, for our Working Groups and Networks, for training, for Topical Workshops etc.</p>
<p>In the run up to Congress, we will publicise the agendas for all these meetings, along with a short introduction, so that newcomers will be aware of the topic/issue/shared background of that session.</p>
<p>Besides the fixed programme, we will have some open spaces for ad hoc sessions, should people wish to discuss a certain topic. We ask all the coordinators of our working groups and networks to send us a draft agenda accompanied by an introduction to the network/working group as well as a work plan/budget 2012, only after that draft agenda we will accommodate the meeting.</p>
<p>We ask all of you to inform us if you want to discuss a certain topic. We will circulate your wishes and see if enough people want to participate and if so, we will accommodate this meeting, and/or organise it, for example, by inviting external experts, trainers, providing for special needs etc.</p>
<p>At this moment we have the following Topical Workshops in our draft programme:<br />
- Treasurers meeting (we want to invite all the treasurers of our parties to meet and share best practices and discuss fundraising)<br />
- Workshop on “the Green New Deal/make it real!” A workshop, not on the concept, but on how it works at the local and national level. We want to share with you successful Green New Deal projects, and thus help you to implement our concept for a sustainable future.<br />
- Workshop on Populism (by a representative of the Open Society Institute): this workshop should provide you with ways to counteract the excluding rhetoric of populist parties.<br />
- Workshop on Common Campaigning, based on an evaluation of the 2009 common election campaign</p>
<p>The Party Leaders meeting is scheduled for Saturday afternoon. </p>
<p>We will distribute a more outlined draft programme by September.</p>
<p>NETWORKING<br />
We will try to provide as many opportunities as possible for networking, by allowing space for people to meet with others who share the same passion for politics, a policy field, or a shared background as a local, regional, or national politician. As well as the usual meetings, we will provide ‘political speed-dating-meeting boards’ and will organise political speed dating during some of the breaks. If you already know that you want to meet with people to discuss a specific subject or whom to share a specific background with, please inform us, so that we can keep all Congress participants informed.</p>
<p>ACCOMMODATION<br />
Paris is expensive, therefore we will try to make a block booking for all our hotel accommodation. We will inform you directly after the summer where and when you can reserve for a hotel.<br />
The EGP office will make hotel bookings for the delegations of the member parties who are entitled to reimbursement. As usual, we may have to ask these delegations to share a twin room.<br />

<p>Mandated Delegates<br />
The member parties will be requested to inform us about the composition of their national delegations as early as possible. Please keep gender balance of your delegations in mind! Lists with names and email addresses are most welcome.</p>
<p>Participation Fee<br />
As usual, there will be three categories of participation fees.<br />
Solidarity Fee: 160 Euro<br />
Reguar Fee: 120 Euro<br />
Reduced Fee: 50 Euro (for non-delegate students)<br />
This fee will cover dinner on Friday, small breakfast/lunch/dinner/party on Saturday and Sunday and all coffee breaks.</p>
<p>Participation fees can be paid in cash at the registration desk. However, we strongly encourage you to cover it by bank transfer before the 05.11.2011.<br />

<p>Bank Holiday Weekend in Paris<br />
Armistice Day (Friday November 11) is a national holiday in France. It commemorates the armistice signed after the First World War, and it is one the most important commemorations in country. Bear in mind that shops, public transport etc. will be operating on a Sunday schedule. </p>
